Monitoring and predicting tropical cyclone movement using geosynchronous satellite remote sensing techniques

Data collected on special hurricane days by the VISSR Atmospheric Sounder (VAS) instrument flown on a satellite in 1981 and 1982 were studied for their usefulness in forecasting motion of hurricanes. The retrieved constant pressure heights for the 500-mb surface provided the basis for reasonable forecasts of 24 hour hurricane motion. The conclusions are illustrated with examples from Hurricane Harvey (1981) and Hurricane Irene (1981). Recommendations are made for future use of the VAS type instruments for tropical cyclone forecasting

Federal Procedure - Trial Practice - Right to Jury Trial on Common Question of Law and Fact

Fox West Coast Theatres instituted an action for declaratory judgment and injunctive relief against petitioner, Beacon Theatres, to determine the reasonableness of motion picture distribution clearance agreements to which it was a party and to enjoin petitioner, pending final decision, from instituting or threatening antitrust suits against Fox or its distributors. Petitioners filed a counterclaim for treble damages, alleging that Fox and its distributors were engaged in a conspiracy in violation of the antitrust laws. Petitioner demanded jury trial of the fact questions in the complaint and counterclaim, since both raised the issues of competition between the theatres and reasonableness of the contract provisions. The district court granted Fox\u27s motion to try separately the issues of the complaint, and, on the ground that the complaint was essentially equitable, granted Fox\u27s motion to strike petitioner\u27s demand for jury trial of the common issues. Relying on the discretion impliedly granted by rule 42 (b), the court ordered prior trial of the equitable claim. Petitioner sought mandamus to compel respondent district judge to vacate the orders; the petition was denied by the court of appeals. On certiorari to the United States Supreme Court, held, reversed, three justices dissenting. When an equitable claimant can be protected in all respects from irreparable harm by use of procedures available under the Federal Rules of Civil Procedure and the Declaratory Judgments Act, there is no discretion in the trial judge under rule 42 (b) to deny counter claimant\u27s right to jury trial of common fact issues by ordering prior trial of an equitable claim. Evaluation of Concrete Pavement Performance with Related Cracking and/or Voids Under I-10 Concrete Pavement

Under existing concrete highway payments there are voids that develop because of the pumping action of the slabs. The presence of free water, curled slabs from temperature and moisture gradients, and heavy wheel loads combine to provide this problem. The result is pumping and erosion of the base material, nonuniform support of the pavement slab, and eventual breakup of the concrete slabs. Two methods of voids detection were utilized in this study to compare one against the other. The first method used the Falling Weight Deflectometer (FWD) and the second method used the Ground Penetrating Radar (GPR) unit. Deflection readings obtained with the FWD is acquired from seismic sensors mounted on a beam centered under the trailer which allows five deflection points to be utilized. The force is applied to a 150mm (4.92 inches) base plate for a duration 25-30 milliseconds. The second method used a Ground Penetrating Radar (GPR) equipment. The GPR is a non-destructive method in geotechnical investigation capable of surveying large areas quickly and efficiently. GPR works as an echo sounder with a continuous similar graphic display. Cavities are identified by hyperbolic patterns caused by reflections from variations in electrical properties of anomalies as compared to the surrounding material. The intent of this study is to determine those circumstances under which GPR and/or FWD can be used in subsurface void detection investigations. The results indicate that voids detection by these two methods are generally favorable and that these two methods can be very useful in determining voids underneath concrete pavement slab

Pasture Supplementation of Beef Cattle Followed by Drylot Finishing with High-concentrate Rations and Antibiotic Supplement

The objectives of the research reported in this thesis were to determine the effects of various levels of pasture grain feeding on pasture weight gains as well as on subsequent gains and feed requirements in drylot. The value of an antibiotic was tested at various levels to determine the effects in rapidly getting cattle on full feed of a high-concentrate ration. The effects of the various levels of the antibiotic were also studied when administered for five consecutive days at monthly intervals throughout the experiment

Labor Law - Arbitration - Determination of the Question of Arbitrability Under Section 301(a) of Labor-Manabement Relations Act

Plaintiff- union brought an action under section 301 (a) of the Labor-Management Relations Act to compel arbitration of a grievance over the subcontracting of work by defendant-employer. The collective bargaining agreement provided that questions as to the proper interpretation or application of any of the provisions of the agreement would be submitted to arbitration and that all matters involving exclusively managerial functions were excluded from arbitration. The trial court held the grievance not arbitrable. On appeal, held, reversed. An implied covenant of good faith and fair dealings and the fact that some private arbitrators have held that the conventional recognition clause by implication prohibits unrestricted employer subcontracting prevent the court from saying with positive assurance that the contract is not susceptible to an interpretation that covers the dispute. Large scale excitation of the ISM in NGC 1068

Researchers have shown that photoionization by the continuum of the hidden Seyfert I nucleus in NGC 1068 can have a significant effect on the ionization state and energetics of this disk's Interstellar Medium (ISM). Photoionization models with appropriate power law spectra can produce (NII) lambda lambda 6538, 6584/H alpha line ratios of 1.25 for ionization parameters Q approx. 10 (exp -12). However the data indicate large regions where the (NII)/H alpha ratio is 1 to 3. Since the abundances are known to be solar, there must be additional heating sources. Hardening of the incident radiation field by intervening absorption should be able to raise T sub e, thereby raising the (NII)/H alpha ratio. Heating with moderate efficiency by the intense starburst ring should also be a significant factor in raising the temperature of the ISM. The photoionization models with additional heating predict enhanced emission from other forbidden lines including (OII) lambda 3727 and (SII) lambda 6731
